烏干達
1962年1月1日制憲。

第四條
國家可藉由下列方式推動本憲法之廣泛認識:

第一項
將其翻譯成烏干達的各種語言,並盡可能地宣傳;

第六條

第一項
烏干達的官方語言為英語。
第二項
基於本條第一款之規定,其他語言,經法律規定,可作為學校或其他教育機構施教、或為立法、行政或司法之目的的媒介。

第二十三條

第一項
任何遭逮捕、限制或拘留者,應立即以其所瞭解之語言,告知其所遭到逮捕、限制或居留之原因,以及其選擇律師之權利。

第二十八條

第三項
遭犯罪之指控者……

第二款
在合理可行的範圍內,應儘速以其所能瞭解之語言,詳細地告知其所遭到控告之犯罪事由。
第六款
若其無法瞭解審判進行時所用的語言,應允許其獲得免費的翻譯協助。

第三十七條
每個人有權利在適當情況下,於具有規範的社群中,歸屬、享有、實踐、信奉、維持及促進任何文化、文化制度、語言、傳統、教義或宗教。


Uganda
Constitution as adopted 8 October 1995.

Article 4 
The State shall promote public awareness of this Constitution by- 
(a) translating it into Ugandan languages and disseminating it as widely as possible; and

Article 6 
(1) The official language of Uganda is English. 
(2) Subject to clause (1) of this article, any other language may be used as a medium of instruction in schools or other educational institutions or for legislative, administrative or judicial purposes as may be prescribed by law. 

Article 23 
(3) A person arrested, restricted or detained shall be informed immediately, in a language that the person understands, of the reasons for the arrest, restriction or detention and of his or her right to a lawyer of his or her choice. 

Article 28 
(3) Every person who is charged with a criminal offence shall- 
(b) be informed immediately, in a language that the person understands of the nature of the offence; 
(f) be afforded, without payment by that person, the assistance of an interpreter if that person cannot understand the language used at the trial: 

Article 37 
Every person has a right as applicable, to belong to, enjoy, practise, profess, maintain and promote any culture, cultural institution, language, tradition, creed or religion in community with others.

烏克蘭
1996年6月28日制憲。

第十條
烏克蘭之國家語言為烏克蘭語
國家應在烏克蘭領土、社會生活的所有範圍內,確保烏克蘭語廣泛的發展和使用。
在烏克蘭,應確保俄羅斯語及其他少數族群語言之自由發展、使用及保護。
國家應提倡語言之學習以利國際交流。
在烏克蘭,各種語言的使用由憲法保障並由法律規定之。

第五十三條
……屬於少數族群之公民依法應保障其以母語受教、或於國立或公立之教育機構和國家文化團體中學習其母語的權利。

第九十二條
下列之事項應以烏克蘭法律規範之:

第一百零三條
……烏克蘭國民年齡達三十五歲者,選舉日前十年皆居住在烏克蘭且通曉烏克蘭國語者得被選為烏克蘭總統。

克里米亞自治共和國之職權包括:

保障烏克蘭國語和克里米亞自治共和國之語言和文化、歷史古蹟之保護與使用;

第一百四十八條
擔任烏克蘭憲法法院之法官者須符合以下條件:在受任命日已達四十歲、受過高等法學教育且有十年以上專業工作經驗,並居住在烏克蘭二十年以及熟稔烏克蘭語者。


Ukraine
Constitution as adopted on 28 June 1996.

Article 10 
The state language of Ukraine is the Ukrainian language. 
The State ensures the comprehensive development and functioning of the Ukrainian language in all spheres of social life throughout the entire territory of Ukraine. 
In Ukraine, the free development, use and protection of Russian, and other languages of national minorities of Ukraine, is guaranteed. 
The State promotes the learning of languages of international communication. 
The use of languages in Ukraine is guaranteed by the Constitution of Ukraine and is determined by law. 

Article 53 
…Citizens who belong to national minorities are guaranteed in accordance with the law the right to receive instruction in their native language, or to study their native language in state and communal educational establishments and through national cultural societies. 

Article 92 
The following are determined exclusively by the laws of Ukraine: 
(3) the rights of indigenous peoples and national minorities; 
(4) the procedure for the use of languages; 

Article 103 
…A citizen of Ukraine who has attained the age of thirty-five, has the right to vote, has resided in Ukraine for the past ten years prior to the day of elections, and has command of the state language, may be elected as the President of Ukraine. 

Article 138 
The competence of the Autonomous Republic of Crimea comprises: 
(8) ensuring the operation and development of the state language and national languages and cultures in the Autonomous Republic of Crimea; protection and use of historical monuments;

Article 148 
A citizen of Ukraine who has attained the age of forty on the day of appointment, has a higher legal education and professional experience of no less than ten years, has resided in Ukraine for the last twenty years, and has command of the state language, may be a judge of the Constitutional Court of Ukraine. 

 

United Arab Emirates 阿拉伯聯合大公國

阿拉伯聯合大公國
1971年12月2日制定之臨時條款。

第六條
聯合大公國在宗教、語言、歷史及共同命運的基礎上,為大阿拉伯民族的一部分;聯合大公國的人民為同一民族,且為阿拉伯民族的一部分。

第七條
伊斯蘭教為聯合大公國的國教。『伊斯蘭法』 (Shari’ah) 為聯合大公國立法的主要根據。聯合大公國的官方語言為阿拉伯語。

Provisional Constitution as adopted on 2 December 1971.

Article 6 
The Union shall be part of the Great Arab Nation, to which it is bound by the ties of religion, language, history and common destiny. The people of the Union shall be a single people, and shall be part of the Arab Nation. 

Article 7 
Islam shall be the official religion of the Union. The Islamic Shari'ah shall be a principal source or legislation in the Union. The official language of the Union shall be Arabic. 

 

Uzbekistan 烏茲別克斯坦

第四條
烏茲別克斯坦共和國的國家語言為烏茲別克語。烏茲別克斯坦共和國對於居住在此領土上之各民族及人民的語言、習慣、傳統採取尊重的態度,並確保其發展之條件。

第十八條
所有烏茲別克斯坦共和國的公民擁有平等的權利與自由,在法律之前不因性別、種族、民族、語言、宗教、社會出身、主張、個人或社會地位之不同而有不公平之待遇。特權的擁有只能建基於法律之規定,且其應依據社會正義之原則。

第一百一十五條
烏茲別克斯坦共和國的司法程序是以烏茲別克語、卡拉卡派克語 (Karakalpak) 或在此區域內多數人民之語言進行。參與司法案件之人,若不瞭解司法程序所使用的語言時,有權透過翻譯以其母語理解司法案件資料、參與司法行動,亦有權以其母語在法庭上發言。

 


Uzbekistan
Constitution as adopted on 8 December 1992.

Article 4 
The state language of the Republic of Uzbekistan is Uzbek. The Republic of Uzbekistan ensures a respectful attitude towards the languages, customs, and traditions of the nationalities and peoples living on its territory and ensures conditions for their development. 

Article 18 
All citizens of the Republic of Uzbekistan have equal rights and freedoms and are equal before the law regardless of differences in gender, race, nationality, language, religious, social heritage, convictions, and person or social position. Privileges may be established only by law and should be accord with the principles of social justice. 

Article 115 
Judicial proceedings in the Republic of Uzbekistan are conducted in Uzbek, Karakalpak, or the language of the majority of people of the area. Participants in a case who do not know the language of the judicial proceedings are ensured the right to acquaint themselves fully with the materials of the case and participate in the judicial proceedings through an interpreter, and also the right to address the court in their native language.
