Article 1 This Regulation is established pursuant to Article 5, Regulations for Overseas Students studying in Taiwan from the Ministry of Education and Article 5 of the National Dong Hwa University Regulations.

Article 2

Overseas students herein referred to, are not Republic of China nationals as defined in Article 2 of the Nationality Act and not specified as overseas compatriot students. This Regulation shall not be applicable to those who originated as ROC nationals but were permitted to give up their nationality by the Ministry of the Interior for less than a period of eight years. Anyone breaching this Article shall have their enrollment qualification revoked in pursuance of this Regulation, or be dismissed. Students appointed by foreign governments, institutions, schools and cultural organizations to study in Taiwan shall be beyond the restriction of this Article.
The period of eight years as defined in Paragraph 1 shall be calculated until the day of enrollment.
Article 3 Overseas students continuing study after completing the curriculum other than that of graduate, shall apply through the same enrollment as local students.
Overseas students, who have quit their study at home colleges and universities, shall be rejected in their application for enrollment pursuant to this Regulation.
Overseas students breaching Paragraph 1 or 2 of this Article shall be disqualified from enrollment or dismissed.
Article 4 Overseas students admitted by National Dong Hwa University shall meet the annual enrollment quota plus ten percent, which shall be certified by the Ministry of Education before November 30th of each year.
The enrollment quota as mentioned in this Article shall not include any overseas student not officially enrolled.
Article 5 The enrollment application of overseas students to National Dong Hwa University shall comply with the enrollment conditions for general students and with the examination standards (including Chinese ability) specified by individual departments.
Article 6

Overseas students applying for graduate or doctorate programs shall submit the following forms and documents to the responsible departments:

  1. Enrollment Application Form, one copy.
  2. Certificates and report card for the highest educational certificate (languages other than Chinese or English shall have an Chinese or English version attached).
  3. Letter of Recommendation, two copies.
  4. Certificate of Health (include checkup for human immune deficiency).
  5. Study plan in English or Chinese (about 300~500 words).
  6. Certificate of Finance (sufficient funds to study in Taiwan).
The highest educational certificate as specified in Subparagraph 2 of this Article shall be verified pursuant to the operational guideline for verification of foreign educational certificates except those issued by overseas Taiwanese schools or overseas compatriot schools.
Overseas students applying for graduate studies or above after finishing an undergraduate course or higher, shall submit the diploma granted by home universities or colleges and the report card for each year without being restricted by Subparagraph 2 of Paragraph 1.
Overseas students graduated from foreign schools located in Taiwan or from a bilingual department attached to a high school are entitled to enroll at National Dong Hwa University with the diploma acquired from the school, department or class without being restricted by Subparagraph 2, Paragraph 1 of this Article and Paragraph 1 of Article 3.
Overseas students shall submit relevant medical and health insurance certificates or National Health Insurance when enrolling.
Article 7 National Dong Hwa University shall establish an inspection panel to inspect the enrollment qualification of overseas students, which shall be formed by the chief of academic affairs, chief of student affairs, dean of each college and a responsible chief of department appointed by each college, with the chief of academic affairs as the chairman.
Article 8 The Academic Affairs Division is responsible for receiving applications and an initial inspection of the application made by overseas students; initially qualified overseas students applications shall be collected and submitted to each department (college) for review before November 30th in the first term and before April 30th in the second term, then reported to director of Academic Affairs Division via the dean of the college; the inspection panel shall confirm the admission list and report to the President of the University for approval before June and December each year.
Article 9 Qualified overseas students shall enroll themselves within the specified period with medical and health insurance certificates or National Health Insurance. Those without insurance shall pay insurance fees when enrolling to have the University pay fees on their behalf. In the case where overseas students fail to enroll within the specified period, their enrollment for the year shall be rejected. An extension of one year may be applied for if the delay is beyond one third of the curriculum. For graduate or doctor??s decree, overseas students may enroll for a second term with the approval of the relevant department chief.
Article 10 The University shall report the list of enrolled overseas students with their name, nationality, grade and department to the Ministry of Education for reference before November 30th each year, indicating if awarded a Taiwan Scholarship or the support of the Ministry of Education.
Article 11 Overseas students are not entitled to apply for graduate or doctor on duty refresher courses, or night or weekend course, unless the overseas students has the overseas compatriot residence certificate, permanent residence certificate, or the applied courses have been specially approved as international courses by the Ministry of Education.
Article 12 The departments (colleges) are entitled to admit overseas students with overseas compatriot residence certificates as students of electives without influencing their teaching; for those who fail to submit their overseas compatriot residence certificates before January 31st in the first term and August 31st in second term, shall have their enrollment cancelled, unless certified by an academic cooperation agreement signed between the University and foreign education providers.
Article 13 Elective students shall be granted a credit hour certificate according to their qualified courses by the University, as referred to in regulations for official enrollment.
Article 14 Article 5 of the Regulations shall apply to elective students applying for official enrollment after completing their course.
Article 15 Students officially enrolled in the University taking electives, credit hours obtained shall be applied pursuant to regulations on credit hours for the University.
Article 16

The Academic Affairs Division is responsible for the enrollment application of overseas students.
The Student Affairs Division is responsible for day to day life, learning assistance and communication with overseas students, including accommodation and assistance studying Chinese language and culture to better understand the country; activities at regular intervals during the year for overseas students will promote the internationalization of the University to improve communication and interaction between local and overseas students.
Top overseas students are entitled to apply for scholarships pursuant to relevant scholarship regulations.

Article 17 Enrolled overseas students with poor Chinese shall take remediation at their own cost to improve their Chinese ability to the level of curriculum.
Article 18 Any suspension, withdrawal of study, modification or loss of student identity of overseas students, shall be reported to the National Police Agency, Ministry of the Interior, Bureau of Consular Affairs, Ministry of Foreign Affairs and the local Municipality, County (City) Police Bureau, including a duplicate sent to the Ministry of Education.
Article 19 Any matter not covered by this Regulation, shall refer to the relevant regulations of the University.
Article 20 This Regulation shall be approved in the administrative conference of the University and ratified by the Ministry of Education before enforcement, the same shall be applied to any revision.
